Reed is an NPC in No Rest For The Wicked. Reed is a character you'll come across at the edge of Mariner's Keep after you lift the gate, right before entering the Orban Glades. You'll find him with his daughter Lara near a fire pit. They apparently have a hunting party on the other side of the area opposite Sacrament, in the Lowland Meadows. They warn you about Warrick The Torn.
